Electricity, water and gas. Every meter has its own supplier.

In short

In Georgia you set up electricity, water and gas directly with each supplier, not through the building manager. After buying, you move every customer account into your name with the registry extract and your passport, recording the meter readings as you do. Tariffs are set by the regulator, GNERC. You pay each bill by quoting the customer number, from abroad as well.

Suppliers by city

The building's service charge does not cover what your flat consumes. The suppliers bill you separately for electricity, water and gas.

Suppliers

Who supplies Batumi and Tbilisi.

Power, gas and water come from regional companies. Names and roles change from time to time: in electricity, networks and retail supply were separated in 2021. Check the supplier on the developer's or previous owner's bill.

Process

From meter reading to first bill.

Four steps after the purchase. If you are not in Georgia, a property manager or representative can handle them under a power of attorney.

  1. 1

    Record meters and customer numbers

At handover, photograph every meter with its number and reading. Ask the developer or previous owner for the customer number with each supplier. In new buildings the accounts often stay in the developer's name until handover.

  2. 2

Move the accounts into your name

Give the supplier the registry extract, your passport and, where needed, a power of attorney, at a service centre or through the customer portal if one is offered. Ask for a final bill in the old name so that arrears do not land on you.

  3. 3

    Have gas and heating released

The gas supplier tells you who opens the connection and which checks on pipework and appliance come first. Find out whether the building has gas and who installs and services the boiler. Flats without gas heat with electricity, so the heating cost runs through the electricity meter.

  4. 4

    Pay, including from abroad

With the customer number you can pay through a Georgian bank account, banking app or payment terminal; each supplier lists its channels on its website. Owners living abroad often leave payment to the property manager and ask for receipts every month.

Developer arrears

Before the transfer, check whether the account shows unpaid amounts. The readings taken on handover day show which consumption from construction and fit-out predates you.

If you let the flat

The accounts stay in your name. State in the tenancy agreement who pays which bills, and record the meter readings in the check-in and check-out reports.

Frequently asked questions

Questions about utilities.

Registration, account transfer, heating and paying from abroad.

How do I register an electricity meter in Batumi?

In Adjara the network is run by Energo-Pro Georgia and power is supplied by EP Georgia Supply. With the registry extract, your passport and the flat's customer number you have the account moved into your name. A representative with a power of attorney can do this for you.

Who supplies electricity, gas and water in Tbilisi?

Electricity has come from Telmico since July 2021, gas from Tbilisi Energy and water from Georgian Water and Power. Each service has its own customer account and number.

Do new builds have district heating?

Many new buildings in Batumi and Tbilisi leave heating to each flat: a gas boiler, air-conditioning units or electric heating. Which system yours has is set out in the specification annex to the purchase contract.

Where can I find current tariffs?

The regulator, GNERC, sets electricity, gas and water tariffs for each supplier and publishes them at gnerc.org. We deliberately quote no rates here because they change.

Can I pay the bills from the UK or Germany?

Yes, with the customer number through a Georgian bank account or banking app. Without a Georgian account, the property manager often pays. Ask for receipts so that no arrears build up.

Photograph the meters, transfer the accounts.

Every project page shows the finish level, which tells you whether heating and meters are already installed.
