New-build oversupply in Batumi. What the official figures show, and what they don't.

In short

No official figure proves or rules out an oversupply in Batumi. Geostat counts construction permits and completed buildings, not flats, and not for Batumi on its own: in 2025 Adjara accounted for 6.9% of all permits in Georgia. In its Financial Stability Report 2024 the National Bank warned that a sharp rise in permits for multi-dwelling buildings could become a source of excess supply. The best test of competition for your flat is the area around your project.

The figures and their limits

Local supply bites mainly when you resell or let. At the point of purchase, the developer matters more.

The data

What is officially counted.

Checked on 2 November 2026. Geostat publishes the construction statistics quarterly.

Construction permits in Georgia, 2025

Geostat reported 11,578 construction permits for 2025, 4.2% fewer than in 2024. Permitted floor area fell 5.3% to 11,397,200 square metres. Adjara accounted for 6.9% of all permits.

Completed buildings, 2025

What the statistics leave out

Geostat counts permits for new building and reconstruction as declared by the developer. A tower with 400 flats is one permit; so is a detached house. The release has no separate figure for Batumi or for completed flats.

The National Bank's view

In its Financial Stability Report 2024 the National Bank noted that permits for multi-dwelling buildings had risen significantly and could become a source of excess supply. According to the report, rents had been falling since April 2023 but were still above their long-term trend. Lending to developers grew strongly, and the bank said it would watch it closely. The National Bank has since published its 2025 report, which gives the current picture.

The National Bank's price and rent index

Since August 2024 the National Bank has published monthly price and rent indices. They are based on asking prices for typical one- and three-room flats in two districts of Tbilisi. There is no equivalent index for Batumi.

Your own check

Judging the supply around your project.

For your flat, the national statistics matter less than what is completed within walking distance and competes with you for buyers and tenants.

  1. 1

    Define the competitive area

Draw a circle of roughly ten minutes' walk around the project. Holiday guests compare flats at the same distance from the beach; long-term tenants compare by district and transport.

  2. 2

Count the sites on the map

The National Agency of Public Registry's public map (maps.gov.ge) shows the plots nearby. Note the cadastral codes of building sites and empty plots, and order a registry extract for the ones that matter.

  3. 3

    Ask about permits

In Batumi, construction permits are issued by City Hall. Have your lawyer confirm which projects nearby hold permits, with their number of floors and whether they are residential or hotel use.

  4. 4

    Line up completion dates

Write down the announced completion date of each competing project. Anything finished in the same year as your building will be chasing the same tenants in the same season.

When you resell

Many similar flats in one district weaken a seller's hand. Layout, floor, view and condition then count for more than location.

When you let

New buildings nearby put new holiday flats on the same platforms. Model income on cautious assumptions, not on the figures in the brochure.

Frequently asked questions

Questions about supply in Batumi.

Statistics, the National Bank and what supply means for your flat.

Is there a property bubble in Batumi?

Official data can neither prove nor rule it out. There is no official price index for Batumi, and Geostat reports permits only for Adjara as a whole. In its Financial Stability Report 2024 the National Bank named possible excess supply as a risk. We do not turn that into a forecast.

How many new builds are under construction in Batumi?

No official count of flats under construction exists. Geostat reports permits and completed buildings for Georgia and gives Adjara's share, which was 6.9% of permits in 2025. For a single district, count the sites yourself on the registry's public map.

Where can I find construction permits for Batumi?

Permits are issued by Batumi City Hall. Ask the developer for the permit number and date and have your lawyer confirm them with the city. Geostat publishes the national statistics every quarter.

What does high supply mean for my rental income?

More completed flats near yours means more competition for the same guests and tenants. How much that bites depends on location, fit-out and management. In its Financial Stability Report 2024 the National Bank noted that rents had been falling since April 2023.

Should I wait to buy because of the supply?

The data cannot answer that, and we do not make market forecasts. Check instead how many comparable flats nearby will be completed at the same time, and model rent and resale on cautious assumptions.
