Mortgages in Georgia. Possible, but on the central bank's terms.

In short

Foreigners can apply to a Georgian bank for a mortgage, but they have no right to one. The National Bank of Georgia caps the repayment as a share of income and the loan as a share of the apartment's value: at most 70% for a foreign-currency loan and 90% for a lari loan. Each bank decides which documents and which income it accepts.

The central bank's rules

This page covers loans from Georgian banks. Borrowing from a lender in your home country has its own page.

Central bank rules

The limits every bank works within.

Rules for loans to individuals as of November 2026. The National Bank may change them in line with the financial cycle, so check the current position on nbg.gov.ge before you apply.

Payment to income (PTI)

Monthly repayments on all loans may not exceed a set share of net income. Below GEL 1,500 a month the cap is 25% for lari loans and 20% for foreign-currency loans. From GEL 1,500 it is 50% and 30%. If you earn in the loan currency, the lari limits apply.

Below GEL 1,500
25% lari, 20% foreign currency
From GEL 1,500
50% lari, 30% foreign currency

Loan to value (LTV)

A lari loan may reach at most 90% of the value of the collateral, a foreign-currency loan at most 70%. You put in the rest as a deposit. The value is set by a valuer the bank accepts.

Lari
up to 90% of value
Foreign currency
up to 70% of value

The lari lending rule

Since 1 July 2026, borrowers who are not hedged against exchange-rate swings can borrow up to GEL 1,000,000 only in lari. The National Bank's regulation sets who counts as hedged and which exceptions apply. A dollar loan, if you get one, is subject to the 70% limit. Ask the bank to confirm how it classifies you.

The mortgage on the register

A mortgage takes effect against third parties only once it is entered in the public registry. It then appears on the apartment's registry extract. Several mortgages rank by the time they were lodged. If the apartment is sold, the mortgage stays until it is discharged.

What to settle with the bank.

The central bank's rules are ceilings. Each bank adds its own conditions, including for customers who live outside Georgia.

  1. Income the bank can verify

Banks lend against income they can document and trace. An employment contract in Georgia or regular credits to a Georgian account make the assessment easier. Whether and how a bank recognises foreign income is its own decision.

  2. Off-plan apartments

Until an apartment is registered as a unit in its own right, the bank lacks its usual security. Whether a bank lends earlier, and how it secures itself, is up to the bank. Ask about the specific project before you sign a contract that depends on finance.

  3. Rates, not adverts

We do not quote interest rates. The National Bank publishes average rates on new loans in its statistics, split by lari and foreign currency. Compare offers against that series and ask for the total cost in writing.

  4. Currency and income

With a dollar loan and euro or sterling income, you carry the currency risk on every repayment. With a lari loan you carry the lari's risk instead, but the central bank allows a higher loan to value.

  5. Paying the developer in instalments

Many new builds are paid for in instalments directly to the developer. That is not a bank loan. Terms, due dates and the consequences of late payment are in the sale contract.

Frequently asked questions

Questions about mortgages.

Eligibility, deposit, currency, off-plan and charges on the register.

Can foreigners get a mortgage in Georgia?

It is possible, but there is no entitlement. The bank assesses income, the apartment's value and your documents under the National Bank's rules and its own criteria. Speak to several banks before signing a contract that relies on borrowing.

How much deposit do I need for a mortgage in Georgia?

At least 30% of the value for a foreign-currency loan, as the bank may lend no more than 70%. At least 10% for a lari loan. Buying costs and fitting out come on top.

Do I have to borrow in lari?

Up to GEL 1,000,000 the lari rule applies to borrowers who are not hedged against exchange-rate swings. The bank checks under the National Bank's regulation whether that includes you. A lari loan allows a higher loan to value but adds lari risk if you earn in euros or pounds.

Can I get a mortgage on an off-plan apartment?

Banks usually secure a loan with a mortgage on an apartment registered as a unit in its own right. For many new builds that is only after completion. Whether and how a bank lends before then is its own decision.

How can I tell whether an apartment in Georgia is mortgaged?

The extract from the National Agency of Public Registry lists mortgages and other charges. Request a fresh extract shortly before you pay.
