In short
Foreigners can buy apartments and houses in Georgia without a permit, and there is no property transfer tax. The market has two centres: Batumi on the Black Sea, driven by tourism and holiday lets, and the capital Tbilisi, where demand runs all year. Most buyers purchase a new build directly from the developer.
Which place suits you?The buying rules are the same across the country. The place decides the season, the tenants and everyday life.

The owner is whoever is entered in the public registry. Registration goes through the Public Service Hall, in person or with a power of attorney.
There is no property transfer tax on purchase. Individuals pay 5% on residential rental income. After more than two years of ownership, the gain on a sale is tax-free.
Citizens of the EU, Switzerland and the UK may stay for one year without a visa. Above a market value of USD 150,000, a temporary residence permit can be requested.
The national currency is the lari (GEL). New-build projects often quote prices in US dollars, and payment is usually a bank transfer to the developer.

To be clear
Georgia is open to foreign buyers. That does not mean every project is right for you.
Most apartments are sold before completion. Check what the developer has already built, where construction stands and when you will be entered in the registry.
In Batumi, Gonio, Kobuleti and Kvariati most guests arrive between June and September. Plan holiday-let income with a quiet winter.
Prices in US dollars, income in euros or pounds: the rate can change the real price noticeably while you pay in instalments.
Many offers advertise high yields. Do your own maths, with vacancy, management, service charge and taxes.

If the market value of the property is above USD 150,000 and you are entered in the registry, you can apply for a temporary residence permit. EU and Swiss citizens may stay one year even without it.
