Pull a fresh one on signing day
A mortgage or a seizure can be added at any time. Order a new extract shortly before you sign and before each large instalment.
In short
Georgia's property registry extract is issued by the National Agency of Public Registry (NAPR) to anyone who pays the fee. It shows the cadastral code, the owner, the area, the legal basis of title and encumbrances such as mortgages, seizures or leases. Ordered online, it costs GEL 13 under NAPR's fee list and is ready in one working day. On ownership, encumbrances and land category it is the authoritative source.
The extract in four stepsRegistry entries are presumed correct until they are declared invalid under the procedure set by law.
Field by fieldOrdering
Do not rely on a copy from the seller. An extract you order shows today's position.
Ask the seller or developer in writing for the cadastral code of the plot and, if one exists yet, of the apartment. Without the code every check is guesswork.
Order it online through napr.gov.ge or at a Public Service Hall. Online it costs GEL 13 for one working day or GEL 52 for same-day issue; at the counter GEL 20 or GEL 75.
For an extra GEL 26 NAPR issues the extract in English. Your lawyer in Georgia can work from the Georgian version.
Match the code, the owner's name, the area and any encumbrances against the draft contract. Resolve every discrepancy before the first payment.
A mortgage or a seizure can be added at any time. Order a new extract shortly before you sign and before each large instalment.
The plot's boundaries appear on the cadastral map. NAPR's fee list prices an electronic version at GEL 7 per hectare in 4 working days or GEL 14 in one working day.
The fields
The order of the fields can vary with the property. Their meaning does not.
The property's unique number, a string of digits separated by dots. A plot and a registered apartment each have their own code. The same code must appear in the sale contract.
The name or company of each registered owner. Where there are several, check that the extract shows the shares as the contract sets them. For a company, check the business register for who may sign on its behalf.
The registered area in square metres. For land it also gives the category, agricultural or non-agricultural. The registered area can differ from the figure in the brochure.
The document on which title rests, such as a sale contract or an administrative act. For a new-build flat this is later often the commissioning act together with the contract.
A registered mortgage (ipoteka in Georgian) names the creditor, often a bank. Many developers fund construction with a loan secured on the plot. Establish when and how your unit will be released from it.
Courts and public bodies can seize a property or bar its disposal, and tax liens are registered too. While such an entry stands, pay nothing.
A registered lease shows that someone else has the right to use the property; establish what happens to it on sale. A pre-registration secures a future acquisition and rules out the registration of other rights over the property unless the parties agree otherwise.
Before commissioning, the extract often shows only the plot, owned by the developer. The registry law allows entries for units under construction once the construction documents exist. Once land-use conditions for construction have been issued, an obligation to transfer a future unit can also be registered against the plot. Whether either has happened for your project, only the extract will tell you.
An extract free of encumbrances says nothing about whether a building permit exists, whether the area was measured correctly or whether other buyers hold unregistered contracts. Check those points separately.

From the National Agency of Public Registry, online through napr.gov.ge or at a Public Service Hall. Anyone may request one on payment of the fee. Have the property's cadastral code to hand.
Online, GEL 13 for issue within one working day or GEL 52 for the same day. At the counter it is GEL 20 or GEL 75. An English version costs GEL 26 more.
Yes. Under the registry law, registry data are public and open to anyone for viewing unless another law provides otherwise. The extract names the registered owner.
Ipoteka is the Georgian mortgage: the property secures a loan, often from a bank. Buy a mortgaged flat only if the contract provides for the mortgage to be discharged before or on your registration.
In new developments the individual flat is often registered only after the building has been commissioned. Until then the extract shows the plot. Your claim can be secured earlier by a pre-registration, which both parties must agree to.
Yes. In Georgia ownership of real estate passes only on registration. A buyer who acquires from the registered owner is protected under Article 185 of the Civil Code unless the buyer knew the registered person was not the owner. The extract reflects the position on the day it was issued, so banks and authorities will want a recent one.
